KIPP Rise Academy Athletic Field Project – Brownfields Redevelopment – Newark, NJ
JMS was retained by Ashland School, Inc. (Ashland), a New Jersey non-profit organization supporting KIPP New Jersey charter schools, to perform environmental services in support of the redevelopment of a school property and surrounding parcels recently acquired by Ashland. Historically, the properties have been used for residential, manufacturing, and/or commercial purposes. As part of the redevelopment activities, two (2) vacant buildings, an abandoned apartment building and a former tire and auto repair shop were demolished. The goal of the Rise Field project is to redevelop surrounding parcels into an athletic field, ensuring that the final remediation is protective of the environment and the health of the students that will be using the playing field.
JMS conducted an investigation that confirmed historic fill underlies the development area. Remediation was necessary as part of the site development. This includes limited soil excavation, the installation of an engineering control (cap) and establishment of institutional controls, consisting of a deed notice and site-wide groundwater Classification Exception Area (CEA). In addition to the historic fill, environmental concerns associated with historic site operations were encountered. JMS oversaw the investigation and remediation of contamination associated with hydraulic lift pistons and underground storage tanks.
JMS completed a Hazardous Discharge Site Remediation Fund (HDSRF) application, including a detailed scope of work and cost estimate, that was approved by the NJ Department of Environmental Protection (NJDEP). Over $200,000 has been awarded to our client to fund Remedial Investigation (RI) activities at the Site. Currently, JMS is in the process of submitting another HDSRF application for Remedial Action (RA) activities. Once RA activities are complete, JMS will submit the appropriate closure permit and issue a Restricted Use Response Action Outcome (RAO) closure letter.
Construction of the Rise Field is underway. The creation of the athletic field will give students a place to balance their challenging academic schedule with sports, recreation and fun! Brownfield properties that were public health and environmental threats are now controlled and will, once the athletic fields are completed, improve the quality of life in this Newark community.
